MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 22ND OCTOBER 2009 AT 7.30.P.M. IN THE CHRISTY HALL, OLD ALRESFORD.
PRESENT:Councillor B. Tucker-Chairman.

521/10/09PARISHIONERS QUESTION TIME
No Parishioners attended the meeting.
522/10/09MINUTES OF THE MEETING HELD ON 10TH SEPTEMBER 2009.
Minutes of the meeting held on the 10th September 2009 having been circulated were taken as read and signed by the Chairman.
523/10/09MATTERS ARISING.
(i)Traffic Control Measures - The Clerk explained that the Council were still awaiting a response from New Alresford Town Council regarding the terms of the hire contract for the SLR's. In the meantime the actual procedure rules for promoting this project have been changed and the Council now do not require Police or Highway Authority permission but rather the authorisation of where the signs are to be placed from a Mr. Chris Patey from HCC. Mr. Patey had suggested a meeting with the Parish Council and the County Councillor and the date proposed by the Parish Councillors is any time after 11.a.m. on Tuesday 17th November 2009. The Clerk will try and set this date for a meeting and advise all Councillors. The meeting to be at Christy Hall and also looking at the proposed sites for the SLRs.
(ii)Footpath 15. No further information on these works
have been received.

(iii)Outdoor Fitness Equipment. An article has appeared the October issue of Village Voice. There has to date been no response.
(iv)Footway sign. Old Alresford Place. The Chairman and
Councillor C. Hancock had visited the sign shop in Kingsworthy and agreed the size and colour of the new sign to be placed on the fence.
(v) Street Lighting PFI Contract. All Councillors had a received a copy of the contract and it was agreed that this should be signed on behalf of the Council.
(vi) Old Alresford Cottage. In response to the Council’s letter the Registered Manager had sent in a letter and this indicated that they would be happy to have some sort of barrier to protect their residents and staff when leaving the Home. As this was very much a Highways matter it was agreed to send a copy of the letter to the County Councillor asking her advice as to who and how to approach HCC.
524/10/09CITY COUNCILLORS REPORT.
City Councillor Simon Cook had apologised as he was unable to attend this meeting but had sent a written report under the following headings:
1. The problems relating to Barton Farm at Wield (omit) and the planning and enforcement issues appear to be coming to a satisfactory conclusion.
2. The retrospective planning application for worker accommodation at the watercress beds had been refused.
3. The new car park at Perins School was opened on the
30th September.
4. The income forecasts for Winchester City Council look to be well down and this has meant a number of savings being introduced including a period of freeze on employment (vacancy management).

525/10/09TO UPDATE THE REGISTER OF INTERESTS.

526/10/09PARISH COUNCILLOR'S REPORTS.
(i)Christy Hall. Lettings are up. The Committee are awaiting a report from the Sub Committee regarding proposals to provide a disabled toilet in the hall. The Committee also approved the proposal of a
bus shelter on land owned by the Hall.
(ii)Environment. Nothing to report.
(iii)Highways and Byways. Neil Broadbent had confirmed
the gullies and grips would be cleaned in December when the vehicle was in Old Alresford. Councillor Mrs. Rebecca Cliff expressed concern that the gully which required attention could be missed as it was on the edge of an overgrown hedge. The Clerk confirmed that Neil Broadbent had been given the proper location of the gully.
Hedge opposite the Church. The Clerk had not had a response from Mr. Hall and Councillor Mrs. Sarah Richardson will raise the cutting back of the hedge with him and explain that he needs to contact Tim Walters if the work is to be done in December when cutting equipment is available.
The state of the church path with wet leaves and nettles has been reported to Neil Broadbent who will put this work on a schedule for Old Alresford.
(iv)Planning.

1. Letter requesting grant from New Alresford Town Trust.
The Council agreed a donation of £100. from the S147
budget in the current year and would consider an
annual donation when the 2010/2011 budget was
prepared.

3 Letter from Winchester CAB requesting a grant.
The Council agreed a donation from this years S147 budget (how much?) but would again remind the CAB that the Council's policy is to only consider grant requests annually at their July meeting. Any application in the future should therefore be made in June.

529/10/09ANY OTHER BUSINESS
a. Bus Shelter - Councillor Mrs. Clarkson is continuing to follow up leads for funding a bus shelter/youth shelter.
b. Telephone box on the Green. This has now been disconnected and the Clerk is in touch with BT to see what options there are of keeping the box but also what costs would be involved in retaining the telephone service.
c.The Chairman had received a letter from CHiP and it was
agreed to invite them to give a presentation at the Annual Parish
meeting in April 2010.
